Professional Background

           Dr. Allen has over 16 years of aviation experience.  Over those years, he has continually endeavored to increase his professional abilities through job advancements, workshops and collegiate aviation courses. 

His first position in the aviation industry began in April of 1990 when he was hired as the Chief Airport Inspector for the Indiana Department of Transportation (INDOT), Aeronautics Section. As an inspector, he entered into dialogue with a variety of airport representatives and flew into all of the public-use airports in the state of Indiana.  Additionally, he was responsible for the state certification process for airports, seaplane bases, heliports and ultralight flight parks located within Indiana.

  After approximately four years as an inspector he was promoted to the Project Manager position.  As the Project Manager, he was responsible for a variety of areas including oversight of Indiana’s tall structures regulation.  This required careful oversight in order to assure the safety of the navigable airspace in Indiana.  Additionally, as the Project Manager he was trained as a pavement condition index (PCI) inspector and conducted approximately 20 PCI inspections annually at public-use airports. 

As the Project Manager, Dr. Allen was also in charge of the aircraft traffic-counting program.  This data was collected via acoustically activated aircraft traffic counters.  After collecting the data a report was written and supplied to the FAA Great Lakes Regional Office in fulfillment of a federal grant that funded the program.  In order to complete this responsibility he piloted the department’s aircraft to a variety of airports, installed, and maintained the aircraft counters.  During his tenure with the Aeronautics Section he logged over 1,400 hours of flight time in a variety of aircraft including a Piper Cherokee Six, Cessna 182, Cessna 206, Cessna 172 and Bell Jet Ranger.

Another one of Dr. Allen’s responsibilities as the Project Manager was oversight of all aerospace education functions.  His most notable contribution in this area was the co-authoring a program known as Project TAKEOFF (Teaching Aviation Knowledge Educates Our Future Flyers).  This program was developed to encourage students to consider aviation as a career or at a minimum to understand the significant positive impact aviation has in our world.  . The value of this program was proven when in 1996 it received the National Association of State Aviation Officials (NASAO) aerospace education award.  While at Indiana State University (ISU) he has introduced the program to the student chapter of the American Association of Airport Executives (AAAE) and they presently visit area middle schools and continue to excite students about aviation.

In August of 2002 Dr. Allen was hired as an Assistant Professor at ISU in the Aerospace Department.  In that capacity he teaches a variety of aviation administration and professional pilot courses.  He was elected to the faculty senate in 2007 and serves on a variety of departmental and college level committees.  Dr. Allen has several publications in aviation magazines and peer reviewed journals.He also serves on state end national level aviation comittees. He enjoys interacting with students and always maintains an open door policy to help insure their success.
